Residency in Montenegro on the basis of property ownership
Buying property does not automatically grant residency, but it is a basis for applying for temporary residence. What is required and how long it lasts.
This is the subject that attracts the most inaccurate information. We will try to separate what is certain from what depends on the case.
Ownership is not residency
Buying an apartment or a house does not automatically give you the right to reside. What it gives you is a legal basis on which you may apply for temporary residence.
The application goes to the Ministry of Interior, at the regional office covering the location of the property.
What is usually required
In practice you will be asked for: proof of ownership of the property, proof of means of support, health insurance valid in Montenegro, a certificate of no criminal record from your home country, and a valid passport.
The criminal record certificate must be translated by a court interpreter and, depending on the country, legalised with an apostille. This is the step that most often extends the process, because it has to be obtained abroad.
Duration and renewal
Temporary residence is issued for one year and is renewable. After five years of continuous temporary residence you become eligible to apply for permanent residence.
It matters that the residence is continuous and that the renewal is applied for in good time, before the previous decision expires.
Family
Immediate family members — spouse and minor children — may apply on the basis of family reunification, once the main applicant has their decision.
